It is surprising how many mountain resorts were filled, one of which was Strains Camp near Mt. Harry Meyers of Pasadena and a friend were hiking in Bear Canyon when a coiled rattlesnake struck at him without warning. Jaquays, the 20-year-old daughter of Laurie Jaquays-Semo of Taberg and Mike Jaquays of Sherrill and a class of 2011 graduate of the Camden High School, heard there was a study abroad opportunity in Turkey as a freshmen at Niagara University. The possibility of the trip intrigued her.

Initially, the cost of the trip appeared prohibitive. Most of the county agencies presenting budget requests to Bedford County Financial Management Committee during hearings Tuesday night have held the line on general administrative expenses.

It remains to be seen what percentage pay increase the committee will recommend for county employees. A first draft budget, with a 3 percent pay raise plugged in as a starting point, will be prepared for the committee to consider based on the requests which have been turned in.

The agency representatives present for Tuesday night's hearing were given the opportunity to speak regardless of their budget request, but were asked to justify any request for an increase.

The committee must also make preparations to pay as much as $700,000 in damages in a wage and hour lawsuit filed against the county and Sheriff Randall Boyce. Bedford County Sheriff's Department has asked to hire a School Resource Officer for Community Middle School. This would be separate from whatever the school system and the county decide to do about security across the school system.

In the wake of the Sandy Hook massacre in Connecticut and a threat against Thomas Magnet School here, the county agreed to place law enforcement officers at each county school while studying how to improve school security.

Those additional officers were not specifically trained as SROs; in fact, they were existing sheriff's department officers working overtime, causing overtime expense for the county and in some cases causing the officers to express concern about the extended overwork. At least one officer asked to be relieved of the extra duty.

Many school officials have spoken in favor of keeping law enforcement officers in the schools permanently, but given the expense the school system has looked at other options, from private security firms to technological improvements such as electronic locks or reconfiguring the entrances to schools.

School Superintendent Don Embry, however, has asked the county to at least hire an SRO for Community, the only middle school which does not have one.

The sheriff's department budget also proposes some shifts of salary and responsibilities among officers. One officer's position had been funded by a DUI enforcement grant; that grant is expiring in October, and the officer has agreed to a decrease in his annual pay as he moves into a regular deputy position.

In the game, which combines aspects of trading card games and building games like Farmville, players try to develop drugs. They can compete or collaborate with friends as they try to get their drugs to market. A big question Boehringer Ingelheim faced, though, was Why? It seemed incongruous for a Pharma company to put out a game. What was in it for them?

Boehringers Director of Digital, says its more than just PR and sees it as a platform that can expand beyond the initial iteration; it could create a new venue for conversation between Boehringer and its stakeholders. Hes also suggested that it becomes a problem solving platform, an educational platform and an engagement platform. Therein I think lies the real hope for Boehringer: that by engaging enough people in the game the players will discover the strategy(ies) that will help pharma survive in an increasingly difficult and competitive business environment.

How would this work? Take a step back and ask what games and game-like elements in the workplace are good for. Its already recognized that adding game-like elements to mundane tasks like training can increase participation, engagement and retention. I just went though the most enjoyable health and safety training of my research career in which our trainer framed the exercise as a round of Jeopardy. Beyond training, there are three areas I see games as aiding drug discovery. The first, and one thats gotten a fair amount of attention over the past few years, is the use of research games like Foldit, eteRNA, and Phylo for biological discovery. Theyll track the best players, and maybe even offer them jobs. Theyll also continue tweaking the parameters. Boehringer has said they want to launch different versions for different parts of the world. I would bet some of the key variations will reflect the very different regulatory environments faced in different countries. Winners in one area may end up with very different strategies from winners in another. So by mining the data, Boehringer also prepares itself for different scenarios.

Theres a reason the military invests heavily into various kinds of games and simulations. Military history is a stark reminder of the uncertainties of combat (after all, all it takes is one nail). War games have been around for centuries. Now, in an increasingly complex world, its even more important to simulate as many possibilities as is reasonable, to increase the odds that when the unplanned happens (and it will happen), the commander or soldier or chief executive or manager will have seen something like it before. Drug developers (or any industry, really) are also subject to uncertainties, forces outside of their control and would benefit from a greater exploration of possibilitiesCthe proverbial Black SwansCand how to react to them. As an example, a recent article in the Financial Times describes some nice examples of how online adventure games are providing useful venues for observing and testing economic theories.

The last area where I see games as useful for drug development has to do more with behavioral psychology and the environment we live in. Drug development benefits from the large number of scientists involved. Not to generalize too much, but many of us are Geeks. And, as described by Ken Denmead in his great Geek Dad books, a Geek is at that perfect intersection between Knowledgeability, Obsessiveness and (some) Social Skills. Because of this, scientists tend to be smart, engaged in their work, and often willing to work far beyond normal working hours because its all just so darn interesting! But still. Having a laser-like focus on work takes a lot of mental energy. Games can make that easier.

Many people are familiar with the concept of Flow, proposed by Mihly Cskszentmihlyi. The characteristics of FlowCengagement, satisfaction, positivity, optimal performanceCcoincidentally are many of the same characteristics one sees in people playing great games. I would argue that by incorporating more games and game-like elements into our research,Where you can create a custom tooling from our wide selection of styles and materials. we will tap into a more efficient, engaged and productive workforce.

I cant stress the engagement part enough. We live in an age of endless distraction. People are never out of Internet contact. Ever. If they tell you they are, theyre lying. Attention has become one of the most valuable commodities in the workplace. Creating an environment that increases engagement through incorporating game-like elements raises a bulwark against distractions and makes a more efficient, focused and effective workforce.

MOCA's 'Blues for Smoke' improvises and captivates

"Blues for Smoke" is an odd duck. The big new exhibition at the Museum of Contemporary Art's warehouse space in Little Tokyo is filled with a lot of terrific art from the past half-century, including many works by artists who should be far more widely known than they are. There's much to discover.

Its central theme — that a good chunk of contemporary art evokes the ethos of the blues, the great musical legacy that is arguably America's first distinctive contribution to world culture — is provocative and engaging. Still, the show can be difficult to follow.

Sometimes a painting, sculpture or other work's blues ethos is easy to see, either in obvious subject matter or structural form. Elsewhere the connection is hard to grasp — and occasionally impossible. Head-scratchers are not uncommon. It's the kind of show that is best approached in a loose-limbed and improvisatory way, which may itself be a reflection of its blues theme.

At the entry, five flat-screen televisions display film and video clips that range from 1935 musical numbers by Duke Ellington and Billie Holiday to today's hip-hop performers. The show's title, "Blues for Smoke," comes from a prominent 1960 recording by jazz pianist Jaki (John) Byard, which launched his career. (He then worked with influential composer Charles Mingus.) For the exhibition, the blues spreads like smoke, born in the Civil War era from slave shouts, field hollers and gospel and eventually encompassing bop, free jazz, R&B and more. It's intrinsic to the sociocultural atmosphere in which visual art is made.

Beauford Delaney's portraits of Jean Genet, Charlie "Bird" Parker and an unidentified musician record the artist's own remarkable path through Modernist painting, jazz, bohemian Paris and same-sex explorations. His portrait of James Baldwin, who was a great admirer of Delaney's art, shows the powerful writer enthroned — albeit not in a regal chair. The composition is loosely derived from works such as Matisse's "Joy of Life," which also orbits around a colorful revelry of music and dance. But Thompson's painting deviates from the French painter's more idyllic vision to encompass a detached feeling of alienation.

His figures work as a unified composition, its vertical forms arrayed across the horizontal field almost like notes on a staff. But each man and woman is self-contained, absorbed and isolated in his or her own world.

Works like these begin to inflect perceptions of more familiar art, such as Romare Bearden's great 1960s Cubist collages of urban and rural life. Bearden mixed drawing and painting with angular images scissored from newspapers and magazines, their clipped visual rhythms syncopated and snappy. In this context, frequently pictured guitars reverberate against bebop as much as against Picasso.

Across the way, the scrawled texts cyclically repeated across Jean-Michel Basquiat's five-panel 1983 painting, "Undiscovered Genius of the Mississippi Delta,This document provides a guide to using the ventilation system in your house to provide adequate fresh air to residents." give up their musical origins in call-and-response vocal schemes. And the searing red-vinyl interior of Rodney McMillian's one-room chapel, commissioned for the show, gradually unfolds in layers: The relentless heat of the Gulf Coast delta where the blues was born, the soulful energy of song, the transformative blood of the Passion and even the fire next time are all illuminated in the stark glare of a bare light bulb suspended from the ceiling.

HCC solar panel deal could save energy without liability

If Harford Community College's trustees approve a proposed power purchase agreement Monday evening, solar panels installed on rooftops of several building will result in very little financial liability for the institution but potentially large savings on the college's energy bills, HCC officials say.

"The only liability is if the price of electricity goes down significantly from where it is now," says Rick Johnson, the college's vice president of finance and operations. Last week, the college met to discuss a possible partnership with Tecta Solar to install a solar energy system on campus and sell the panels to a third party who would then sell the energy generated from the panels back to the college at a discounted rate.

"It's a good opportunity for the college to hedge our energy requirements for the next 20 years," he said.

If approved, the agreement with Tecta would last 20 years, with options to renew at the end of the contract or buy the system outright.

The college would not own the energy system, but basically lease its rooftop space for the solar panels to generate energy.

Whichever company buys the panels from Tecta will take responsibility for those panels - maintenance, replacing, inspections and insurance.The reality of convenient handsfreeaccess contro.

Tax credits for using alternative energy and selling the power back to the college is what will appeal to the third party buyer.

The federal government is offering "incentives," Johnson continued, through tax credits to companies to invest in alternative energy.

Since HCC is a tax-exempt non-profit institution, it isn't able to take advantage of those credits.

Where the college does benefit, however, is being able to purchase discounted energy from the third party that buys the energy produced by the panels on the HCC buildings.

During last week's meeting where the trustees reviewed the proposal, Deborah Wrobel, dean of science, technology, engineering and mathematics, explained how the system would work.

Using a hand-generated wheel attached to a light bulb on a wooden board, Wrobel said traditional energy is created from the interaction of a large magnet and coils of wire on a large scale at power plans. Steam spins the magnet, she continued, and creates a reaction with the wire, which gives us electricity.

How a solar panel works, Wrobel explained, is with layers of silicone - one with a negative charge and another with a positive charge.

The sun makes the electrons on the top layer of silicone on the solar panels move to other side and vice versa.

This flow of electrons is captured and generates electricity. The difference between the two systems is that a power plant generates an alternating current, Wrobel said, and solar panels create a direct current.

Wiring hooked up to each panel goes through conventional circuit breakers and makes it way to a conduit, which would go to an electrical room.

"I'm sure that as technology changes we're going to change with the time, too," Johnson said. "That's part of the sustainability mission of this college."

In June 2011, Harford County Public Schools activated a 1.2-megawatt multi-school solar program, very similar to what HCC now plans to implement.

HCPS stated then that the program is expected to generate more than 28 million kilowatt hours of energy over 20 years.

"Covering six school properties with more than 6,400 photovoltaic panels, Harford County Public Schools paid no upfront capital costs for the solar energy deployments that promise to reduce overall energy costs with long-term predictable energy pricing while reducing the county's energy demand from the grid," according to a June 2011 summary of the program written by the school system.

Riverside, Calif., Program Helps Close City’s Digital Divide

The Southern California city of Riverside was the richest city per-capita in the United States. It’s this dedication to high-tech and digital inclusion that, for two years, has earned Riverside a place as one of the Intelligent Community Forum’s (ICF) Top Seven Intelligent Communities of the Year. The ICF, a New York-based think tank focused on the digital economy, says the Top Seven communities represent international models of economic and social transformation in the 21st century.

Execs say bedding poised for growth after market

Bedding producers showing at the High Point Market said the mattress industry has recovered from a downturn earlier this year and is poised for growth in the months to come.

     And those producers are hoping that business they picked up in High Point will help spark solid gains on retail sales floors. Recent retail reports are positive, they say.

     The latest figures from the International Sleep Products Assn. show the bedding industry mired in an unexpected downturn, with unit sales slumping 3% in February and registering a 0.1% decline for the first two months. The dollar value of bedding shipments, on the other hand, grew 4.9% in February and is up 4.1% for the year.

     Those ISPA figures, released on the eve of the High Point Market, reported the first monthly decline in units in four months, fueling fears that bedding's rebound could be short-lived.

     But bedding producers showing here noted that the industry is up against strong comparables from the first quarter last year, and faced significant challenges with bad weather in key markets earlier this year. And, more importantly, they said business in March was good.

      "When you factor in March, the industry will be up," said Jim Nation, president of Five Star Mattress. "We were up strongly in March."
     "I bet that March was positive for the industry," said Gary Fazio, CEO of Simmons. "It was a good month for many retailers."

     Noting that the average unit price is up 4.2% through February, according to the ISPA sample of leading producers, Fazio said retailers are selling a better mix of beds and better beds - good signs for growth this year.
     Serta President Bob Sherman said he believes the industry shook off its slow start in March.

     "I think the industry had a good first quarter," he said. "I'm guessing that sales were up 6% to 7% in the first quarter, with units up 1% to 2%."

     "March has been good," said Dan Hige, president of International Bedding. "It was a better month than I had expected. The feeling at retail was more upbeat than downbeat."

     Some producers said their business this year hasn't shown the declines seen in the ISPA figures.

     "We've seen unit and dollar increases for the last 10 months," said Dave Roberts, president of Comfort Solutions.  "I'm still very optimistic about business. We are going to keep doing what we are doing."

     Added Jamie Diamonstein, president of Paramount Sleep: "We are not seeing downturns in our business. Consumers are definitely buying again."

     Therapedic President Gerry Borreggine put the industry's ups and downs in context.

     "We haven't experienced a legitimate recovery," he said. "A one-month unit decline in February doesn't indicate we are in a recession. Business has been sporadic and inconsistent in the recovery. It's a compromised recovery."

     Bedding execs said they see a number of positives this year, including the return of consumers interested in higher end goods. Those consumers are buying better beds, helping boost sales tickets, the execs said.
